back-meta passes search entry controls fine without the liblber patch. But 
since back-meta doesn't pass result controls, (ITS#4591) it never propagates 
the final cookie in refreshonly mode, so the consumer always gets a full 
refresh every time it reconnects.

I'm going to revert the liblber patch.
