Cannot reproduce: a SIZELIMIT of 0 in ldaprc results in sending 0 on the wire, which causes the server to ignore it (and apply server-side limitations, eventually). HEAD, same with re24. Please check what file the sizelimit is actually read from by the client; also, check what size limit is actually received and subsequently enforced by the server. p.
