depending on the shell you're using, I'd export the variables and then
run configure.  For bash (which I use):

export CPPFLAGS="-I /path ..."
export LDFLAGS="-L /path ..."
./configure --enable-...

In any case, I don't see this as a bug in any of OpenLDAP's components.
