Usually, only patches for HEAD code are considered, unless they are 
specifically intended to fix bugs in release code.

TIMEOUT is right now unused in the code; have no idea what it was 
originally intended for.  Support for NETWORK_TIMEOUT in ldap.conf is 
already implemented in HEAD; OpenLDAP 2.3 is feature frozen, so it's 
unlikely that it will be backported, as it's not a major bug but rather 
a missing feature.
