Well, first a note: unlike #4409 which was related to BINDs, I was
incorrect; in this case it appears that all operations fail, such as
searches eventually returning 53 (server unwilling to perform). Not sure
if this helps to track things down...

Anyway, one of my colleagues figured this out while I was out and wrote a
watchdog to check for search returning 53 and kick slapd in such event,
and I modified it to take a bit of debugging information before doing so.
So hopefully an interesting log will be available next time this happens.
