There's not enough information here to tell. OpenLDAP 2.1 is pretty old 
and has already been moved to "historic" status. The current release is 
2.3.13.

The hosts.allow / hosts.deny files are used by the TCP wrappers library. 
If there are problems here, you need to look at the libwrap code, this 
is not an OpenLDAP software issue.
