Re: (ITS#4198) Empty Accesslog DB causes delta-syncrepl problem

Using the latest version of accesslog from RE_23, which has been synched 
with HEAD, and includes the code to synch from the backend database, this 
does not appear to be working, apparently because overlay syncprov 
overrides the syncing behavior:

I'm guessing I'll get the same issues as I saw before with using 
delta-syncrepl then at this point.
