ITS#3781 back-config doesn't work with xxx

I suppose we can use this ITS to track what else does or does not 
support back-config...

As of today I count 20 overlays in slapd, of which these 5 support 
back-config:
    syncprov, pcache, chain, accesslog, valsort

I count 14 backends, of which these 5 support back-config:
    bdb, hdb, ldif, ldap, monitor

A pretty good start, anyway.
