(ITS#3931) slapcat -a doesn't work

>From ITS#3112, which added "-a" to slapcat, I find that:

ldap-dev1:/root/tmp/db# slapcat -a
"(!(entryDN:dnSubtree:=cn=People,dc=stanford,dc=edu))" -l test.ldif
ldap-dev1:/root/tmp/db# ls -l
total 0
-rw-r--r--    1 root     root            0 Aug 12 13:37 test.ldif


results in a 0 size LDIF file.  This can't be correct, since the database
contains everything from dc=stanford,dc=edu on down.
