I have no idea if this in itself is a bug, but you can set the
LDAPNOINIT environment variable to prevent it.
Slapd has ldap and meta backends which act as ldap clients, and I
imagine they may need to read ldap.conf for client-side TLS setup.
Can you submit your ldap.conf so we can try to reproduce the
problem? (Admittedly I might not be doing it for a while, but
hopefully someone will.)
