Request for Enhancement for 2.3

As discussed on openldap-software, it would be useful if a client (even if
restricted to administrators) could determine the configuration of an arbitrary
server at run-time.  At the very least, information such as the suffix(es)
served and whether the server is a master or a slave ought to be available.

It is noted that the question of whether a server is a master or a slave can be
determined by updating an object and checking for a referral, but this requires
knowledge of the suffix, and the referral itself could just as easily point
towards another slave i.e. it cannot be assumed that the referral points to a
master.

It was suggested that such information be made available (read-only) through
cn=Monitor.
