I kind of overlooked this a bit; in fact, I had controls parsing code in 
mind, but there a switch is used to turn the o_tag into a mask.  Maybe 
we should do something general, so that when o_tag is set, a 
corresponding o_mask set as well, to speed up masking operation 
structures wrt/ operation-wise masking, like in controls and in the 
proposed per-operation ACL clause.  This might get useful in many other 
places.  Or maybe I'm just too tired...
