(ITS#3579) slapcat logs to user.debug, not local4.debug

I noticed that bdb_back_initialize messages kept showing up in my
/var/log/syslog file, even though I have all local4 messages dumped to
/var/log/ldap.  Further investigations shows the messages only appeared on my
master.  Analysis shows that the user.debug messages are coming from slapcat.
