ITS#3331 slapd not logging to syslog

The current code appears to work fine for me on SuSE 9.1. I also note 
that there are only a few lines added between 2.2.13 and 2.2.17, nothing 
that could break the existing log functionality. Sounds to me like 
there's something wrong with your runtime environment.
