Well, I think back-monitor should not complain if there are no listeners. 
Well, it should because it's unreasonable to run slapd without ANY
listener, but that's not back-monitor's business.  I think we can fix this
without having back-monitor deal with tool mode (unless we want it, which
should not be a big deal anyway).
