More empty suffix problems... (ITS#3063)

When populating a bdb database with empty suffix,
the first entry is now added correctly, and can
be successfully searched; however, the following
entries cannot be added:

adding new entry "dc=net"

adding new entry "dc=example,dc=net"
ldap_add: No such object (32)

adding new entry "C=US"
ldap_add: Internal (implementation specific) error (80)
        additional info: context csn exists before context prefix does

I guess the fix to this ITS is not complete yet.
I can provide further info (e.g. logs and so), but
the problem can be easily reproduced.  I ran into
it while implementing test026, which is now disabled
for bdb; re-enabling it can provide a good starting
point.
