Using OL 2.2.6, I've taking my LDIF file, stripped all values of entryCSN & 
entryUUID, and reloaded it via slapadd, then exported.

On the master I have:

cn=ldapsync
contextCSN: 20040301203004Z#0000d8#00#000000

On the replica I have:

cn=syncrepl0
syncreplCookie: 20040301203004Z#0000d8#00#000000

After I add the operational tree to the master, its contextCSN is:
contextCSN: 20040302214810Z#000003#00#000000

Now when I start up the slave, it once again does a complete DB dump 
comparing the CSN's of every entry.  This is really quite unnecessary.
