syncrepl makes slapd unstoppable (ITS#2724)

When running with a persistent syncrepl, I find it impossible to shut down slapd
-- It gets in a forever wait loop for the syncrepl thread to terminate, which it
never does.  This means the only way to stop it, is to kill slapd, which
corrupts my DB.  Not a good situation.
