missing matching rules for fax (ITS#2316)

The ITU has issued a Technical Corrigendum to X.520 which adds the missing
equality and substrings matching rule to the Facsimile Telephone Number

I therefore think OpenLDAP's core.schema can now be changed accordingly.
Is this also an issue I should raise with ldapbis? The (expired) user-shema
doesn't include them either.
