I note that a much better implementation of what you need
could be the following (assuming you're using bdb on server (a)):

# ...
database        ldap
suffix          "dc=spb,dc=mts,dc=ru"
uri             ldap://b/
subordinate

database        bdb
suffix          "dc=mts,dc=ru"
# ...

This way you don't need back-meta and you don't need to have
two servers on the same host with the same suffix.
