replogfile without replica isn't working any more (ITS#1335)

Hi,

adding a replogfile entry to the slapd.conf doesn't write a log file
if no replica instruction is there.

Using version 2.0.11 i was able to write transaction log files as 
described in the manual. (entering just a replogfile instruction 
in the slapd.conf file)

Switching to 2.0.14 this feature stoped working.
