Building with --disable-static requires --enable-dynamic (ITS#944)

After configuring OpenLDAP 2.0.7 with --disable-static, building the programs
in the libraries/* directories fails. Adding --enable-dynamic helps. In
retrospect this is probably pretty obvious, but still, the configure mechanism
could 
automate it.
