How do you get access to ldap_t61_to_8859 etc (ITS#604)

We have just switched to version 1.2.10 and are having difficulty getting access
to 
ldap_t61_to_8859 and ldap_8859_to_t61 and other functions defined in ldap.h.
When trying to incorporate the functions into executables we get unresolved
errors from
the linker.
How do you make the system to allow use of these functions?
