The entity making use of the group should do the expansion. If a DSA is using them in access controls, then it should expand them. If a DUA is using them for its purposes, it should expand them. That is, same semantics/expectations as groupOfNames nested groups.

If there is desire to introduce a group class with a different semantic/expectations, I think it should be proposed separately.
