[ldapext] LDAP TS approved

Now that the LDAP Technical Specification document
	draft-ietf-ldapbis-ldapv3-ts
has been approved as a Proposed Standard, I believe
it important that all specifications detailing
LDAP extensions normatively reference this document
as the definitive LDAP technical specification.

Where the extension specification needs to incorporate
particular portions of the LDAPv3 technical specification,
such as a protocol mechanism [RFC 2251] or schema element
[RFC 2252,2256], additional references should be added.
