ldaps (WG last call on the Java API)

The TS depends upon "ldaps" and "LDAP over SSL" which
have no technical specification of appropriate
standard track maturity.  If this TS is to progressed
on the Standard Track, then the features requiring
normative references to "ldap" and "LDAP over SSL"
technical specifications should be removed.

I would such features be detailed in an experimental
extension to the API or left unspecified like "ldaps"
and "LDAP over SSL" are.
