 By making LDIF a standard what we are saying is that 
 evey LDAP vendor MUST provide utilites to load an LDIF 
 file to their LDAP server and vice-versa. 

No, it doesn't mean that. It means that any one who claims to handle LDIF
has to do it the way that the LDIF standard will specify.
