I also do not like the WITH COMPONENTS to qualify another type.
 
I think the compare operation should return inappropriateMatching if there is no equality matching rule. X.511 describes the error as "An attempt was made ... to use a matching rule not defined for the attribute type concerned."

I've submitted version 20 to the I-D editor.
Outstanding issues I have listed are:
 
- Explain the obsolescence of the 1.1 oid
    The thread of messages Steven sent is ugly. I'll work on trying to summarize it nicely--just hasn't been a high priority.
- Rolling in recent updates
    Waiting to hear back from Bob on this.
- explain what 'extensibility is implied where it is allowed'
    Need to dig through the ASN.1 doc again to be sure.
- ASN.1 for Attribute
    Two people dislike the WITH COMPONENTS notation
- Should compare operation return inappropriateMatching
