3.6.1 (Insignificant Space Removal) says leading and trailing spaces
should be removed, but the first example output string does have leading
and trailing space.

3.6.2 (NumericString Insignificant Character Removal) says:
  "<SPACE><SPACE><SPACE>" would result in an empty output string
...which is prohibited.  Thus, the Prohibit step should probably be done
_after_ Insignificant Character Removal.

4.3. Case Exact / Ignore Substrings Match says:
  There shall be zero or more any elements.
"shall" seems strange since it is not possible to violate that
requirement.  I suggest "can".
