In reviewing X.500 documents, the term "OBSOLETE", a
component of administrative policy, has specific
semantics which is quite different from simply stating
a particular schema element is "obsolete" (as is
"deprecated").

We should avoid adding "OBSOLETE" to any schema element
description but may add a note indicating that a
particular element is "obsolete" or "deprecated" where
appropriate.

In particular, for UTCtime, I suggest:
  Note: this syntax is deprecated in favor of the 
  generalizedTime syntax

Such a note does not disallow use of the element.
