https://www.openldap.org/its/help.html does not document
states Active and Partial.  From the enclosed commit URL:
  Active - bug is being worked on
  Partial - a partial fix was released

Also the help page's directory list shows "Archive.*",
but the ITS system seems to have no match for that.
