We allow multiple consumers in a single DB, but we only allow a single updateref on the DB. This is clearly broken; we need to be able to specify an updateref per consumer. This also ties in with other discussions about moving updateref processing out of the frontend. Doing it in the frontend was OK back in OpenLDAP 2.3 and earlier, but not any more.

Fairly critical for 2.7.0 so that we can better handle replicated environments with chaining where MMR is in play.
Maybe putting updateref on the syncrepl consumer configuration is a way to deal with this.
