substitution was added for ACL sets with ITS#2285.  However, as per ITS#5804,
the man page is lacking documentation on this feature.  It should be added.

The man page lacks documentation on sets, period... The examples in the Admin 
Guide only touch on one use case. I think it's time we acknowledged that this 
feature exists, largely unchanged from its initial inception. (Yes, features 
have been added, but there's been no radical redesign.)
