In the distribution, I see BIND_SIMPLE_UNPROTECTED listed as a mask in servers/slapd/slap.h, but no check for bind_simple_unprotected is made in servers/slapd/config.c. Apparently, that part of code has been eliminated; you can obtain the same result by using security simple_bind=<ssf> with a <ssf> of 0.
