Resurrecting ITS#1823.  This issue with SSL mutexes still exists today, and is
causing https://sourceforge.net/tracker/?func=detail&atid=1147701&aid=3531477&group_id=269812

Fix: mutex call gets moved into slapd so that the library doesn't change the mutexes by itself.
