Error code 21 is invalidAttributeSyntax, but is is very unlikely that
slapd wouldn't start based on this error. So error 21 might be a
Microsoft specific error code.

I don't know anything about Windows specific building procedures, but
a Unix built slapd can be started in debugging mode, fore more
