The provider restarted and the syncrepl consumer kept sync, however part way through the reconnection the consumer got an empty CSN and decided to do an additional reconnect. This may be a side effect of the provider running 2.3.39.
2.3 -> 2.4 support was not added until OpenLDAP 2.3.40, if you read the Changes file for 2.3.
