Either slapd could not start (check if it is still running) or
/etc/(open)ldap/ldap.conf does not contain an URI or HOST line with the
correct server address.  For the latter see man ldap.conf, or ldapsearch
parameteres -h localhost or something.

Also note that ' ' is not a valid DN, use -b ''.
