You have to bind as cn=config and provide the correct password.

ldapsearch -x -D "cn=config" -b "cn=config" -s sub -W

Hmmm ... I bind as my rootdn (proxy user) with his password. ACLs give him full access to cn=config (same with cn=monitor). I don't have a user config .... or monitor.
