I believe the only constraints on the number of objects in an OU is limited by search time and disk space. We have nearly 11,000 users in one OU and it is fine.

We're moving one of our networks to use OpenLDAP and Linux away from Windows, on Windows I believe it did strange things once you went beyond 2000 objects.
