Query of ACL peername

Hello list,

Can anybody direct me how to use ACL peername in slapd.conf.

if i have acl like that

access to *
  by peername.ip=127.0.0.1 write
  by peername.ip=192.168.1.8 write
  by * none

Will allow only above ip address to add/modify/delet entry in ldap.
Is it necessary to bind with ldap if i have given above acl to
add/modify/delet entry in ldap.
Please explain me in depth.
