How could I figure this out for myself?

First, you could try actually reading the ITS. Note that the bug report explicitly says "This bug does not affect HEAD/2.3" so your question about whether the fix is in 2.3.3beta or HEAD is moot.

Next you can look at the release CHANGES file which is included in each release, and is also posted here http://www.openldap.org/software/release/changes.html and search for the ITS number, which shows that the fix for bug #3666 was rolled out in release 2.2.25.
