Agreed. 2.2.13 on RHFC3 may be good for LDAP client use/testing use. 

One is encouraged to build and compile latest OpenLDAP source (2.2.17
and later) for LDAP Server/production use.

Without wanting to start some Distro-Flame here, I would suggest going 
with the free RHEL clones (CentOS for example), for any server 
application. FC3 might work, but the EL-type offerings have the 
explicit goal of being server-grade and stable. FC3 does not.
