That depends entirely on what you want to accomplish.

You mean that only "root" can add rules? Yes.

If you mean that only "root" can see all the rules, and users can see
their own rules (via LDAP tools), probably. But, most users probably
only need to run 'sudo -l', which works fine ...

You need to be more specific in what you want to achieve.
