Err, reject files are only created when a slave rejects a change, not when they are down, so having them down in no way creates reject files. ;) As for the down/up bit, they go down for about 10 minutes every morning around 4 a.m., in a staggered fashion. So they are only down for a fairly short period. Load balancing keeps the entire service up.
