Your ACL's may not be correct then.  You probably also want to more qualify 
the ldapsearch:

ldapsearch -x -b"dc=cougarnet,dc=bible,dc=edu" "uid=josiahritchie"

or

ldapsearch -x -b "dc=bible,dc=edu" "uid=josiahritchie"
