"ldap_connect_timeout: timed out" while starting



I'm running OpenLDAP 2.1.30 on a FreeBSD 5.2.1 server, and launching
slapd as:

    slapd -s notice -l local1 -h "ldap://0.0.0.0 ldap://[::] ldaps://0.0.0.0 ldaps://[::]"

The problem I've having (which admittedly isn't that big a deal) is that
slapd takes about 35 seconds to start because of a timeout during the
initialization process:

Is there anything I can do to avoid this delay, or is this a standard
"feature" of OpenLDAP's startup process?  This is the only LDAP system I've
ever administered so I don't really have a baseline to compare it to.
