In Debian the programs called db_{stat,archive} are from the package 
libdb2-util and only support Berkeley DB 2

To get support for Berkeley DB 4.2.x you need the db4.2-util package
It contains the programs db4.2_stat and db4.2_archive which are the 
modern equivalents to the programs above
