Quick question about 2 ACL lines

Dear all,

Would I need to include the Manager line, as doesn't root always have write 
access?:

access to  dn=".*,dc=invsat,dc=com" attr=loginShell
        by dn="cn=Manager,dc=invsat,dc=com" write
        by self write
        by * auth

Also, what does the auth line mean?
