directory with groups they would all be empty until users are added, 
perhaps by the application.  Is there another group other than 
groupOfNames and groupOfUniqueNames with such a limitiation?  It seems a 
silly limitation.

Must an application then create a group of groups to list the ones that 
are available, then have exception logic for adding attribute values to 
a group entry that may not yet exist?
